hirayama::Registration Procedure for New Born Baby at Morioka City Hall

The `you' in this page is assumed to be a male foreign college student whose wife just had a baby in Morioka. This page is a memorandum of a guide to what you should do at Morioka City Hall after you have a baby.

Attention: The information below is as of September 2015.

The two procedures below can be done in one visit to the City Hall. The timing of doing this is usually right after your wife leaves the hospital.

1. Registration of Citizenship

Go to 市民登録課(Counter for Registration of Citizenship) on the 1st floor of the Morioka City Hall, with taking the following.

  • 出生証明書付きの出生届(Certificate of birth)
  • 母子手帳(Maternity and child health handbook)
  • 印鑑(Seal)

The certificate will be issued by the hospital in a few days after your wife has a baby. The document has many forms to be filled in for registration of your baby as a citizen. To register the baby's name, you need to specify the カタカナ(Katakana) spelling of the name. Not only this but also special rules for foreigners may be applied to writing the forms. So, I recommend that you should fill in the forms with asking a clerk of the City Hall what/how to write.

2. Application to Financial Support Programs: 乳幼児医療費助成(Medical Subsidy for Children) and 児童手当(Child Allowance)

Go to 医療助成年金課(Counter for Medical Subsidy) on the 2nd floor of the City Hall, with taking the following.

Notes for 乳幼児医療費助成(Medical Subsidy for Children)

When your baby gets sick and goes to the doctor, you pay the fee for medical treatment. Then, Morioka City refunds a partial amount of the fee to your bank account in about three months automatically; 100% will be refunded particularly for a child under the age of 3. (Changed) If you show the Medical Subsidy Card at the clinic, you will have a discount of the fee. 100% will be discounted particularly for a child under the age of 3, meaning no charge for the treatment. This subsidy lasts just before your child enters a primary school.

Notes for 児童手当(Child Allowance)

Morioka City gives money to your bank account three times in a year. The amount of money changes once a few years according to the movement of government policy. The English information is available on the web: http://www.clair.or.jp/j/multiculture/tagengo/child.html. Note that an annual update is needed to keep receiving this allowance. The update can be done by answering the letter named 現況届(present condition form) that Morioka City sends to you every year. This allowance lasts until your child graduates from the junior high school.

Other Supports

When you finish two procedures above, you will receive 赤ちゃん手帳 (Baby's notebook), which includes tickets for free medical checkups and free vaccination for an infant. Both 赤ちゃん手帳 and 母子手帳 will be used until your child enters a primary school.
